Yes. If you are using the official version of the game downloaded from Google Play, your purchases will be restored after reinstalling or logging in from a new device.
If you downloaded the game not from Google Play but from another source, purchases cannot be restored.
The main thing is to use the same Google account and allow the game to sign in via Google Play Games when it asks.
Make sure you are using the same Google account that was used to make the purchases. Check the account name that appears when the game launches in the Google Play Games popup at the top of the screen. If the account name is different, select the correct account.
If the popup does not appear, make sure Google Play is installed on your device.
